Comprehensive Plan

This update to the City of Galveston Comprehensive Plan is a community-driven process that will create a refined vision for the city’s long-term growth, development, and resilience. It will provide guidance to city decision-makers on topics like land use, economic development, transportation, disaster planning, and more. 

The City’s current comprehensive plan, Progress Galveston, was adopted in 2011, and has served as a strategic framework for rebuilding the island following the devastation caused by Hurricane Ike in 2008. As Galveston has recovered and evolved over the last fifteen years, updating the plan provides an opportunity to check back in on community needs and aspirations and identify new priorities to lead the city down a path towards prosperity.  

This comprehensive plan update is guided by a focus on resilience—reflecting both the program funding the effort and the realities facing the community today. Rather than starting with a predetermined definition, the planning process will explore what resilience means here, informed by community values, lived experience, and local priorities. Through public input and collaboration, the plan will consider how the city can adapt to change, reduce risk, and make decisions that support longterm strength and stability. 

Throughout 2026 and 2027, the City and its partners will facilitate a community-driven process that involves research and analysis, community visioning and feedback, and policy and project development. The planning process will include steering committee meetings with opportunities for public comment, community workshops designed to inform and gather input, and opportunities for feedback throughout the process.
